"The new European Union law is a label issue on the surface. It essentially covers tire safety, environmental protection, and energy consumption. It can be said that it is a new green technology barrier," said the person in charge of the inspection and supervision office of the Jiangsu Inspection and Quarantine Bureau. According to EU regulations, on November 1 this year, tires exported to the European Union must be marked on the tire label with key parameters such as fuel efficiency class, wetland gripping performance, and external rolling noise. Fuel efficiency is divided into A, B, C, D, E , F, G7 levels, from best to worst with green "A" until red "G" logo. “This raises higher requirements for the production technology, inspection standards, and testing methods for export tires in China, especially in terms of testing facilities and facilities.”


It is understood that the EU labeling law covers almost all tires, including passenger car tires, light truck and passenger car tires, and heavy-duty vehicle tires. Where Tier C and above tires will receive financial rewards from EU countries, F and G tires will be regarded as unqualified and banned from importing and selling after 2016. The labeling method was implemented in three phases of 2012, 2015 and 2018.


Experts pointed out that at present, about 30% of domestic heavy-duty vehicles still do not meet the minimum requirements for rolling resistance in the first phase of the EU, 70% do not meet the minimum requirements for rolling resistance in the second phase, and the rolling resistance of passenger car tires is mostly E and F grades. The minimum requirements for the first phase of the EU can be met, but the minimum requirements for the second phase are generally not met. Looking at the situation in our province, the fuel efficiency of tires is an important threshold. Most of them are at the CE level, and a few belong to the F and G levels.


"The EU's new regulations directly challenge the design of our relevant systems." The official said that at present, China's national standards for rubber tires do not address fuel efficiency levels (rolling resistance), wetland gripping performance, and external rolling noise. index. Zhang Jirong told reporters that since the end of last year, Zhengzheng Rubber Co., Ltd. began to apply labels on tires exported to the European Union at the request of customers, but related tests were completed in Germany, Spain, and other EU-accepted testing bases, not only increasing costs, but also testing each time. It is understood that the United States, Japan, South Korea, etc. are also following the example of the European Union and intend to establish a similar system, which will bring more challenges to my export of tires.

The EU is the largest market, exporting 22.57 million last year, amounting to 481.3 million US dollars, accounting for 26.9% of the total tire exports.


Provincial Department of Commerce officials pointed out that in recent years, while anti-dumping, anti-subsidy, 337 investigations and other trade friction sticks are flying around, many technical barriers have come to the fore. Tire export enterprises in our province must face all kinds of barriers in international trade. At the same time, they also need to turn crises into opportunities, use technical barriers as a force, increase technological innovation, and accelerate product upgrades.
